He was born September 15, 1945 in Barnesville, Ohio, the son of the late Miles and Anna (Whitchey) Keyser.
Lobo was a US Navy Veteran, was retired as President & CEO of Neffs Fire Department, Methodist by faith, and a member of the Bellaire American Legion Post 52, Neffs Rod and Gun Club, and a proud member of the NRA.
He dedicated his life to serving his community as a First Responder. His greatest joys were spending time with his family. He was an avid fisherman and loved the outdoors and being on his boat. He loved his country and was a proud Republican
In addition to his parents, he was preceded in death by his granddaughter, Devron Lunsford.
He is survived by the love of his life, Mary (Dougherty) Keyser, four children; Susan (Chester) Bumgardner of Warnock, OH, Elizabeth (Joe) Davis of Shadyside, OH, Melissa Cork of Moundsville, WV, Joyce (Steve) Lunsford of Shadyside, OH, six grandchildren; Charles Robbins Jr., Anthony Robbins, Justin Lunsford, Jessica Cork, Adam Davis and Emily Davis and five great grandchildren, and loving stepfather to Dennis Klages of Montana, Kelli Hazlett of Dallas WV, Carol Richey of Neffs, and Ron Klages of Dallas WV and several grandchildren.
